Tentang Kebijakan Menteri Keluatan Dan Perikanan Indonesia Tentang Pengelolaan Lobster Di Wilayah Republik Indonesia Nomor 12 Tahun 2020
Abstract
Regulation of the Minister of Maritime Affairs and Fisheries of the Republic of Indonesia Number 12 of 2020 concerning the Management of Lobster, Crab, and Swimming Crab in the Territory of the Republic of Indonesia was issued as a strategic step to ensure the sustainability of fishery resources while encouraging improved welfare of fishermen. The main focus of this policy is regulating lobster fishing and cultivation based on sustainable principles, including a ban on the export of lobster larvae (BBL), strict supervision of cultivation practices, and empowerment of coastal communities. Through a regulation-based conservation approach, this policy aims to suppress overexploitation and increase the added value of domestic production. However, the implementation of this policy has sparked controversy among fisheries business actors regarding limited market access and a lack of prepared cultivation infrastructure. This study aims to analyze the substance of the policy, the ecological and economic objectives it aims to achieve, and the challenges in its implementation in the field. The results demonstrate the need for harmonization between conservation policies and economic interests to ensure sustainable and inclusive management of lobster resources.
