Tinjauan Yuridis Pelaksanaan Terhadap Program Pendaftaran Tanah Sistematis Lengkap (Ptsl) Di Wilayah Kab. Tojo Una-Una
Abstract
The Complete Systematic Land Registration (PTSL) program is a national strategic initiative aimed at ensuring legal certainty over land ownership rights for citizens. This study seeks to examine the implementation of the PTSL program in Tojo Una-Una Regency and to identify the factors that hinder its execution. The research employs an empirical juridical method with a descriptive qualitative approach, utilizing primary data from interviews and secondary data from statutory regulations. The findings indicate that the PTSL program in Tojo Una-Una has been implemented from 2017 to 2022, resulting in the issuance of 32,784 land certificates. However, several obstacles have been encountered, including a lack of public understanding, incomplete land history data, absentee land ownership, as well as challenges in installing land boundary markers and applying the principle of contradictory delimitation. Effective collaboration between the National Land Agency (BPN) and the local government is a key factor in addressing these challenges.
