Data collection in this study was carried out through observation and in depth interviews. The informants in this study amounted to 5 people, namely: Village Head, Village Secretary, Head of Government, Head of Welfare and Head of Service The theory used in this study is to use the Employee Work Motivation theory according to Herzberg (Gibson, 1996: 197) Employee Work Motivation, Indicators as follows: Intrinsic Factors, Extrinsic Factors. The results of the study are that intrinsic and extrinsic motivation both have important roles in improving the performance of village officials and community participation. Intrinsic motivation, which is the drive from within such as a sense of responsibility, concern, and personal satisfaction, tends to produce more consistent and sustainable performance. Extrinsic motivation, such as awards, incentives, reprimands, or other forms of appreciation, serves as an initial trigger to encourage involvement and discipline, especially when internal awareness has not yet been strongly formed. The two are not contradictory, but rather need to be balanced so that the goals of village service and development can be achieved optimally.
