IMPLEMENTASI KEBIJAKAN REKRUTMEN KADER PARTAI POLITIK PADA PARTAI AMANAT NASIONAL (PAN) KOTA PALU PROVINSI SULAWESI TENGAH
Abstract
The objective of this research was to find out and analyze the implementation of Carde Recruitment Policy on Amanat Nasional Party of Palu City in Central Sulawesi Province. Theory used from Merilee S Grindle. Whereas the technique of data collection done through observation, in-depth interview and documentation. All the data were inventoried, proceeded and analyzed using qualitative descriptive data analysis. The research results show that the implementation of Carde Recrutment Policy on Amanat Nasional Party of Palu City in Central Sulawesi Province have not fulfilled the expectation. The example can be shown like the inadequacy in quality of cadre recruited. The benefit can be obtained in getting the quality of cadre so that it can give a big change expected. The position of policy maker give very big influence on the process of the implementation and the budget of the party. To get it, it needs adequate human resources. Meanwhile the impact of the implementation of policy influenced by authority, interest and involved actor strategy to determine the successfulness of politics party cadre recruitment policy, the obedience and response of the implementor at Amanat Nasional party have not been suitable to what stated in basic budget and party household budget. Therefore, it can be concluded that recruiting of the cadre should considered the quality.
