Abstract

This study aims to determine the parking retribution management policy at the Parigi Moutong Regency Transportation Agency. This research is descriptive and uses a qualitative analysis approach. Data collection in this study was conducted through observation and in-depth interviews with five informants, consisting of the Head of the Agency, two Retribution Supervisors, a parking attendant, and one member of the public. The community served was purposive sampling. The research location was the Parigi Moutong Regency Transportation Agency. Data sources were primary and secondary. The theory used in this study is George C. Edwards III's Policy Theory (1980): Communication, Resources, Disposition, and Bureaucratic Structure. The results of this study explain the parking retribution management policy at the Transportation Agency, including suggestions based on aspects of communication, resources, disposition, and bureaucratic structure, which are often used as references in studies of public policy implementation (referring to Edward III's model). However, in practice, it still faces serious challenges related to transparency, efficiency, and accountability, especially in structural and supervisory aspects. Key findings include: The organizational structure does not fully support the separation of functions between technical implementation and supervision. Lack of technology utilization in the collection and reporting process. Communication between managers and field implementers (parking attendants/third parties) remains weak. Human resources are unevenly distributed in terms of technical competence and integrity. Implementers' disposition or commitment to policies is suboptimal due to weak incentives and oversight.
