PERAN PARTISIPASI MASYARAKAT DALAM MENINGKATKAN POTENSI WISATA BUKIT TOMAMUTU DI KABUPATEN POSO

Abstract

This study aims to identify and analyze the role of community participation in enhancing the tourism potential of Bukit Tomamutu in Poso Regency, as well as to examine the village government’s policies regarding the development of this tourism site. Community participation is a crucial factor in community-based tourism development because community involvement can support improvements in tourism appeal, accessibility, and tourism facilities and infrastructure. The research method employed is a descriptive qualitative approach, utilizing data collection techniques such as observation, interviews, and documentation. Research findings indicate that community participation in the development of Bukit Tomamutu Tourism in Baleura Village has been proceeding smoothly. The community is involved in the planning, implementation, utilization, and evaluation of tourism activities through village meetings, community cooperation, and the contribution of ideas, labor, and material support. The village government also plays an active role through tourism development policies outlined in the Village Revenue and Expenditure Budget (APBDes). However, the development of Bukit Tomamutu’s tourism potential still faces several challenges, such as budget constraints, inadequate supporting facilities, and accessibility that still needs improvement. Therefore, sustained collaboration between the village government, tourism managers, and the community is necessary to enhance the quality of facilities, tourism management, and tourism promotion so that the potential of Bukit Tomamutu Tourism can develop optimally and provide economic and social benefits to the surrounding community.
