Abstract

The objectives of this study were (1) to determine and analyze the development of human resources in the Civil Service Police Unit (Satpol PP) in Donggala Regency. (2) to determine and analyze the performance improvement of the Civil Service Police Unit (Satpol PP) in Donggala Regency. And (3) to determine and analyze the supporting and inhibiting factors for the development of human resources in the Civil Service Police Unit (Satpol PP) in Donggala Regency. This study was a qualitative study with four selected informants. Data collection used observation, interviews, and documentation techniques. The data analysis techniques used were (1) Data collection (2) Data reduction (3) Data presentation (4) Verification (5) Conclusions. Based on the research results and analysis conducted by the researcher, the following conclusions were drawn: (1) Human Resource Development for the Civil Service Police Unit in Donggala Regency is a strategic step to improve the quality of public services, the effectiveness of enforcing Regional Regulations, and maintaining public order and protection. (2) Performance improvement is carried out through a comprehensive approach, including strengthening officer competency, providing adequate infrastructure, improving cross-sector coordination, and developing a disciplined and humanistic organizational culture. (3) Supporting factors include: (a) Commitment from the local government to improving the quality of public services. (b) Cross-sectoral collaboration between the Civil Service Police Unit (Satpol PP) and various agencies such as the Police, the Indonesian National Armed Forces (TNI), the Transportation Agency, the Social Service Agency, and the Regional Disaster Management Agency (BPBD). (c) Internal motivation among Satpol PP members. Furthermore, inhibiting factors for Human Resource Development for the Civil Service Police Unit in Donggala Regency include: (a) Budget limitations, (b) Limited facilities and infrastructure, (c) Varied competencies among members, which are quite diverse. (d) The diverse geographic location and social conditions of Donggala Regency.
