Abstract

The objectives of this study were: (1) To identify and analyze the management of potential development in South Lolu Village through community empowerment and active participation. (2) To identify and analyze the inhibiting factors in the management of potential development in South Lolu Village through community empowerment and active participation. (3) To identify and analyze the supporting factors in the management of potential development in South Lolu Village through community empowerment and active participation. This study was qualitative, with five selected informants. Data collection used observation, interviews, and documentation techniques. The data analysis techniques used were: (1) Data collection (2) Data reduction (3) Data presentation (4) Verification (5) Conclusions. Based on the research results and analysis conducted by the researcher, the following conclusions were drawn: (1) Management of village potential development has been running quite well, but not yet fully optimal. The South Lolu Village Government has attempted to implement management functions including planning, organizing, implementing, and monitoring in developing the region's potential. (2) Inhibiting factors include (a) limited human resources (b) limited budget (c) weak coordination between community institutions, resulting in partial and less integrated potential development programs. (3) Supporting factors include: (a) commitment and active role of the village government, particularly the communicative and open leadership of the village head. (b) ongoing participatory planning mechanisms, such as village deliberations, which encourage community involvement in the development process. (c) the existence and active role of community institutions, the potential of community human resources, and a culture of mutual cooperation serve as social capital that strengthens the implementation of community empowerment.
