Abstract

The objectives of this study are (1) To determine and analyze the performance of Civil Servants at the Bureau of Development Administration of the Secretariat of Central Sulawesi Province. (2) To determine and analyze the factors inhibiting the performance of Civil Servants at the Bureau of Development Administration of the Secretariat of Central Sulawesi Province. (3) To determine and analyze the factors supporting the performance of Civil Servants at the Bureau of Development Administration of the Secretariat of Central Sulawesi Province. This type of research is qualitative research with four selected informants. Data collection uses observation, interview and documentation techniques. The data analysis techniques used are (1) Data collection (2) Data Reduction (3) Data Presentation (4) Verification (5) Conclusion. Based on the results of research and analysis conducted by the researcher, it is concluded; (1) The performance of ASN in the Development Administration Bureau of the Central Sulawesi Provincial Secretariat is generally considered good. ASN are able to carry out their duties and responsibilities with adequate effectiveness, efficiency, quality, timeliness, productivity, and work safety. (2) Factors inhibiting ASN performance in the Development Administration Bureau of the Central Sulawesi Provincial Secretariat can be grouped into: limited human resources and competencies, low motivation and work discipline, suboptimal coordination between regional agencies, limited work facilities and infrastructure, sudden policy changes, and work environment and culture. (3) Factors supporting ASN performance in the Development Administration Bureau of the Central Sulawesi Provincial Secretariat include: ASN professional competence and abilities, work motivation and dedication, support from leadership and management, adequate work facilities and infrastructure, effective internal coordination and communication, a conducive work environment, and clear policies and procedures.
