Abstract

The objectives of this research are (1) to determine and analyze the Archives Management System in the General Section of the Donggala Regency Regional Secretariat. (2) to determine and analyze the factors inhibiting the Archives Management System in the General Section of the Donggala Regency Regional Secretariat. (3) to determine and analyze the factors supporting the Archives Management System in the General Section of the Donggala Regency Regional Secretariat. This research is a qualitative study with four selected informants. Data collection used observation, interviews, and documentation techniques. The data analysis techniques used were (1) Data Collection (2) Data Reduction (3) Data Presentation (4) Verification (5) Conclusions. Based on the research results and analysis conducted by the researcher, the following conclusions are drawn: (1) The archive management system in the General Section of the Donggala Regency Regional Secretariat has been implemented in principle through the stages of creation, use, maintenance, and reduction of archives. Archive creation has followed applicable administrative procedures, but is still dominated by physical archives. (2) The inhibiting factor is the limited human resources who do not yet have specific competencies in the field of archives, resulting in a low technical understanding of archive creation, maintenance, and reduction. In addition, archive management has not been a top priority due to the high workload of employees and archives are still viewed as additional administrative tasks. (3) Supporting factors for the Archive Management System in the General Section of the Donggala Regency Regional Secretariat are (a) Regulatory Support and Legal Framework, (b) Leadership Commitment and Support, (c) Availability of Human Resources, (d) Basic Facilities and Infrastructure, and (e) Organizational Need for Archives. The high frequency of archive use for reports, decision-making, and administration encourages employees to maintain the completeness and orderliness of archives, thus motivating them to manage archives better.
