Abstract

The objectives of this study are (1) To know and analyze Budget Document Management Through SIPD Application at Bappeda Office of Central Sulawesi Province. (2) To know and analyze Inhibiting Factors of Budget Document Management Through SIPD Application at Bappeda Office of Central Sulawesi Province and (3) To know and analyze Supporting Factors of Budget Document Management Through SIPD Application at Bappeda Office of Central Sulawesi Province. This type of research is qualitative research with three selected informants. Data collection uses observation, interview and documentation techniques. Based on the results of research and analysis conducted by the researcher, it is concluded; (1) Management of the Implementation of Regional Development Information System (SIPD) at Bappeda Office of Central Sulawesi Province has increased efficiency, transparency and accountability in every stage of budget management, from planning, allocation, to reporting. This system allows the budget management process which previously took a long time to be faster and structured with the automation of data processing. (2) Inhibiting Factors in Budget Document Management Through the SIPD Application at the Bappeda Office of Central Sulawesi Province, namely: (a) Limited Human Resources, (b) Uneven Technological Infrastructure, (c) Difficulties in Updating Systems and Regulations, (d) Resistance to Change, (3) Supporting Factors in Budget Document Management Through the SIPD Application at the Bappeda Office of Central Sulawesi Province, namely: (a) Commitment and Support from the Regional Government, (b) Training and Capacity Building of Human Resources, (c) Adequate Technological Infrastructure, (d) Integrated Systems, (e) Enhanced Transparency and Accountability. SIPD encourages transparency in budget management by enabling easier and more open access to budget data.
