ANALISIS MANAJEMEN PELATIHAN DASAR SATUAN POLISI PAMONG PRAJA DI PROVINSI SULAWESI TENGAH
Abstract
This study aims to analyze management of basic training for the Civil Service Police Unit (Satuan Polisi Pamong Praja/Satpol PP) in Central Sulawesi Province, which constitutes an essential component in efforts to enhance the capacity and professionalism of regional security personnel. Effective basic training requires the implementation of sound management practices encompassing planning, implementation, and evaluation, with an ultimate focus on developing the competencies of Satpol PP personnel in carrying out their duties in the field. The research employs a qualitative method with a descriptive approach, involving in-depth interviews and direct observations at various training sites across Central Sulawesi Province. The findings indicate that the management of basic training for Satpol PP in Central Sulawesi Province still faces several challenges, including inadequate facilities, budgetary constraints, and a mismatch between training materials and actual field requirements. Nevertheless, the existing training programs have succeeded in improving the basic capabilities of personnel, although further improvements are needed in terms of sustainable implementation, inter-agency coordination, and the development of more practical and applicable training materials. The study recommends improvements in training facilities, enhancement of instructor quality, and the development of a curriculum that is more closely aligned with the operational duties of Satpol PP in the field.
