Abstract

This study aims to analyze career development policies and strategies in an effort to improve the performance of Civil Servants (ASN) at the Central Sulawesi Provincial Department of Culture. The research approach uses a qualitative method with interviews and questionnaire distribution techniques, supported by relevant theoretical studies. The research findings indicate that ASN career development policies at the Central Sulawesi Provincial Department of Culture are based on the merit system principles in accordance with Law No. 5 of 2014 on Civil Servants, which include educational qualifications, job competencies, performance assessment, structural and functional career paths, training, and work performance evaluation. The implementation of these policies impacts increased professionalism, proper employee placement, and improved quality of cultural services. The strategies applied to enhance the effectiveness of career development include strategies based on qualifications, competencies, work assessment, and needs agencies, as well as supporting strategies such as the use of technology, advanced training, and cross-agency collaboration networks. The research results also indicate that strengthening institutions and collaborating with various stakeholders play an important role in supporting the enhancement of civil servant capabilities and the quality of public services in the field of culture. Thus, integrated and strategic career development for civil servants contributes significantly to improving organizational performance and achieving the goals of cultural programs in Central Sulawesi Province.
