PENGEMBANGAN SUMBER DAYA MANUSIA BERBASIS KINERJA PADA APARATUR SIPIL NEGARA BIRO UMUM SEKRETARIAT PROVINSI SULAWESI TENGAH
Abstract
Performance-based human resource development is a strategic aspect in improving the performance of Civil Servants (Aparatur Sipil Negara/ASN) in order to support the achievement of governmental organizational goals. This study aims to analyze performance-based human resource development of ASN at the General Bureau of the Regional Secretariat of Central Sulawesi Province, as well as to identify the inhibiting and supporting factors in its implementation. This research employs a descriptive qualitative approach with data collection techniques including in-depth interviews, observation, and documentation. The research informants consist of the Head of Bureau, Heads of Divisions, Heads of Subdivisions, Administrative Staff, and Operational Staff. The results of the study indicate that performance-based human resource development of ASN has been implemented through the aspects of learning, training, development, and education. These four aspects contribute to improving task comprehension, work discipline, independence, and analytical abilities of ASN in performing their duties. However, human resource development has not yet been systematically integrated with performance management and career planning. The inhibiting factors include high workload, limited opportunities to participate in training and education, time constraints, and uneven employee motivation.
