Abstract

ABSTRACT This study aims to analyze the role of internal supervision in improving work discipline of State Civil Apparatus (ASN), examine the implementation of direct internal supervision, and examine the implementation of indirect internal supervision at the Population Control and Family Planning Office of Central Sulawesi Province. This study used a qualitative descriptive approach with data collection techniques through in-depth interviews, observation, and documentation of six key informants. The results indicate that internal supervision has played a role in improving work discipline of State Civil Apparatus, but this role is not fully optimal because supervision tends to be corrective rather than preventive. Direct internal supervision is the most dominant and relatively effective form of supervision in improving work discipline of State Civil Apparatus because it allows leaders to directly monitor and correct employee work behavior. Meanwhile, indirect internal supervision has not yet functioned optimally because written and verbal reports are still administrative in nature and have not been consistently followed up as a basis for employee evaluation and development.
