PENGEMBANGAN SUMBER DAYA MANUSIA DALAM MENINGKATKAN KINERJA APARATUR SIPIL NEGARA DI KANTOR UPT TAMAN BUDAYA DAN MUSEUM DINAS KEBUDAYAAN PROVINSI SULAWESI TENGAH
Abstract
This study aims to examine the development of human resources (HR) in improving the performance of Civil Servants (ASN) at the Technical Implementation Unit (UPT) Office of the Cultural Park and Museum, Central Sulawesi Province Cultural Service. The research method used is a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. The data obtained were then analyzed inductively to portray the actual conditions of Human Resource development and its relation to the work achievements of Civil Servants. The results of the study indicate that Human Resource development at the UPT Cultural Park and Museum Office has been carried out through various programs such as training, competency development, as well as enhancement of discipline and work motivation. However, the implementation of HR development still faces several obstacles, including limited budget, infrequent training, and suboptimal support from work facilities. On the other hand, there are also supporting factors such as leadership commitment, employee work spirit, as well as support from local government policies that encourage the improvement of civil servant quality.
